Chelmsford City Council is set to debate plans to build 14,000 new homes in the city after public consultation on the issue ended.
The nine-week exercise focused on how building should progress over the next 20 years, the Essex Chronicle reports.
A trio of plans have been presented to the public, including the development of whole new neighbourhoods, the building of more homes in the Great Leighs area and the construction of up to 2,500 homes in and around the city centre.
Council cabinet member for planning and economic development Neil Gulliver said: "The response we have had has been very positive.
"It will be good now to look at the consultation in its totality and see where we go from there. We are still at an early stage."
Mr Gulliver said it would be the summer before all the responses had been collated, with the new plan coming into effect in 2021.
It will be the first local plan devised for Chelmsford since it attained city status.
