Britain's construction and infrastructure sector needs to undergo a strategic improvement to meet challenges presented by high speed rail and the economic and transport opportunities that come with it.
This was the view expressed by HS2 boss David Higgins, who raised the issue in a speech about the project in Manchester.
He said that, compared with the construction sector overseas, Britain's building industry is "more fragmented, contains multiple layers with all that implies for overhead costs and coordination issues, operates on lower profit margins and, therefore, invests less on up-skilling its workforce and introducing new technology which impacts labour costs".
Mr Higgins noted that numerous reports into the construction sector had shown this and observed that Britain's infrastructure lags behind other countries as a result.
He went on to state that the key benefit of HS2 is that it will enable skilled workforces to be assembled in sufficient numbers in various parts of the country, rather than just in London.
The government recently backed the case for speeding up the development of the second phase of HS2 to enable Crewe to be linked up as early as 2027, five years ahead of the original date.
