Chair of the Infrastructure Commission Lord Adonis has said improving links between Manchester and Leeds across the Pennines is a top priority to help the Northern Powerhouse develop.
He said plans for HS3 between the two cities should be fast-tracked, as current rail links are too slow, while existing lines need to be electrified. In addition, the former transport minister's report also called for priority to be given to an upgrade of the M62 motorway, which runs across the north from Hill to Liverpool and is often gridlocked.
"Connectivity between the northern cities should be improved in stages, starting now, not waiting for the 2030s before making transformational changes," he remarked.
Lord Adonis also called for a two-speed development of Manchester Piccadilly Station, with incremental enhancement of its general facilities, but the swift addition of two new east-west platforms.
Piccadilly was upgraded in the early 2000s and is already set to undergo major changes when the new Manchester terminus for HS2 is built there.
