Head of the government's Infrastructure Commission Lord Adonis has called for the government to start the process of creating Crossrail 2 immediately.
The former transport minister said ?160 million should be made available now to help plan the route, so that legislation can be introduced in 2019 and the line built and ready by 2033.
He published a report titled Transport For A World City, which recommended the prompt start and also said Londoners should pay a "fair share", with taxpayers in the capital meeting more than half the cost.
Lord Adonis said London is on course to become a "megacity" with ten million residents by the 2030s, and this means it could "grind to a halt" due to heavy congestion - even with the arrival of Crossrail 1 - unless action is taken to add more capacity.
He also said the new north-south line could facilitate the connections needed to support the building of 200,000 new homes.
The proposed Crossrail 2 route would run in a tunnel under the capital, connecting with Waterloo, Clapham Junction, Victoria, Euston, Kings Cross and St Pancras stations and interchanging with Crossrail 1 a Tottenham Court Road.
